People would catch to many fish... ;D They don't allow smelt to be caught or used for bait.

Years ago they stopped dip netting and fishing for them because the numbers were down. So to make it easier to enforce you can't use or posses them on the lake at all.

I thought only smelt had the small fin in front of the tail, at that size it really looked like a smelt to me. How can you see the difference other than the taller body?

Close, while it's got a blue back in the picture it is not a blue back herring. One common name for the fish has "herring" in it.
