Long Range Muzzleload Shots on Elk

Lost a nice 5 x 5 Bull this season that I hit squarely behind the shoulder.  Range was just over 200 yards, bullet 295 gr. Aerotip Power Belt and 150 gr. loose pyrodex.  No blood or hair to be found but both my partner looking through binocs and I through my scope saw the bull take the hit. The bull buckled to his knees before getting back up and staggered over a hill out of sight.  Anyone out there have any bad experiences like this?  There is very little data out there on long range terminal ballistics with ML bullets.  I have to wonder if the bullet just did not have enough steam to really penetrate or if it came apart on impact?
