Last years Licence ??

In order to hunt the September goose seasoon it requires last years licence, My problem is that my pal never hunted last season so he never purchased a 2011-2012 licence, He went to pick it up and could only get his 2012-2013 licence, how would he obtain one?

well the local WallyWorld just told me to have him come in and specify 2011-2012 season and there will be no problem, called him to let him know and he said that is where he bought it, but the person that sold it to him wasn't too familiar with the licence sales. ooh well he's gonna git it tonight.
