I saw this on another site a few days ago. What a bunch of BS and I bet the fines will be dropped. Only fine that should have been given was to the guy wearing the NY Giants hat. :P ;D ;D Sorry I couldnt resist.

Just got the thinking on this even more. I don't know what the rules on the Patapsco but on the Potomac its mandatory to wear life vest now through Mid March. Regardless if your over the age of 16. They may not drop that charge.
