        There is starting to get more & more around ; And afraid Vt. going to have probelms before long with the State
        changing the rules to now you are going to have to buy a Bear tag when it used to come with your license and
        then lengthen the season an extra week    ???

I think NY should allow baiting again up until a week before season

Ny has been opening a lot more areas, they give everyone a tag and will be lowering the non-resident tag a lot. The early Adk season helps a lot; the numbers in Southern NY are growing, a lot more bowhunters down there get them.

Why?  ???

It allows more bears to be seen by a given individual, allowing them to be able to judge a bears size and maturity more effectively, also allows them to see whether or not there are cubs with it. Also certain areas do have very large populations of bears. Baiting bears is in no way a guaranteed way to even harvest a bear, they are still incredibly smart and have great senses almost as if they know when you are there. thats why they do it in many of the areas that bear hunting is legal already

Baiting should only be used if needed to control the population, NY's management program seems to be doing fine. Most states don't allow bait for bears.
