Deer Management Permit Probabilites and Selection Process
DMP Application Deadline is October 1
Map of NYS showing hunting areas for Deer Management Permits
Map showing WMUs where DMPs are available for 2008
No DMPs will be issued, and therefore, you cannot apply for a DMP, in the following Wildlife Management Units for 2008:4K, 4L, 4M, 4X, 5A, 5C, 5F, 5G, 5H, 5J, 6F, 6J, 6N

If you apply for and receive a DMP in any WMU, all available preference points will be used. If you do not apply for a DMP this year, your current preference points will remain in the DECALS database for future use.
Note: The chances of receiving a DMP are the same throughout the entire application period.

HIGH = more than 2/3 of applicants receive a DMP
MEDIUM = between 1/3 & 2/3 receive a DMP
LOW = less than 1/3 of applicants will receive a DMP
NONE = No DMPs are available
PP REQ = only applicants with preference points have a chance of receiving a DMP
LO/DIS VET = only qualifying landowners and disabled veterans will receive a DMP
NOTE: Preference points increase your chances of selection but do not assure DMP issuance. Having 2 or 3 preference points does not guarantee being selected for a DMP. Preference points are won and lost on your first permit selection.

Qualifying Landowners and Disabled Veterans will receive their FIRST choice DMP in all open WMUs.

* In WMU 1C deer hunting from October-December is bowhunting only. During the special January firearms season, a special permit is required.

** WMUs 3S, 4J and 8C are bowhunting only Wildlife Management Units.
Categories for the DMP Selection Process
From highest to lowest, the order of selection for a DMP is as follows:

    * First Permit
          o Landowners (50 or more acres of land within the WMU) and Disabled Veterans (40% or greater service related disability)
          o Residents and Nonresidents with 3 or more preference points
          o Residents
                + Residents with 2 preference points.
                + Residents with 1 preference points.
                + Residents with 0 preference points.
          o Non-residents
                + Non-Residents with 2 preference points.
                + Non-Residents with 1 preference points.
                + Non-Residents with 0 preference points.
    * Second Permit - The order of selection for second permits is the same as first permits

Probabilities

To determine the probability of getting a permit in each selection category, DEC's biologists must first determine the number of DMPs needed to achieve the desired doe harvest in each Wildlife Management Unit (WMU). This number is based upon the size of the deer herd and whether the deer herd is near the population objective set for each WMU.

Next, we estimate how many hunters will likely apply in each category. We can do this because we have handled hundreds of thousands of DMP applications over several decades.

Once established, the probabilities are unchanged throughout the initial application period, so a hunter's chances of being selected in a WMU will be the same on the first day of the application period as it will be on the last day.

Does anyone have a link to the map of WMU's on the DEC's web site?

Their web site has to be on of the worst sites I have ever seen.  Very frustrating to use.

Otis - here you go.  I agree, when they changed their site around a couple years ago it became very difficult to find anything.
