My son and I both got denied for 4O for the second year in a row, but we both got our second choice of 7S this year.

All I've seen so far is mid October. Any area they open for a second round will be open for a minimum of one full day. If the objective is reached in one day it will not be open the second day. It'll be like a hot Christmas toy rush to the register!

I believe it is always on Nov. 1st and the extra permits are first come, first serve

I got both of mine, 1st 9P, 2nd 8M.  I hate to apply for 9P as it covers a huge area and the odds of drawing a tag are not good, but with access to private property I try each year.  I hunt the upper corner of 9P, if they would just change the Northern boarder just a few miles south...I won't have to apply for the tag every again!! ;D

I got 2 for 8x as did my father in law and brother in law. Last year we were tripping over does out there but only saw 3 bucks all season.
